With reference to your Confidential Despatch
of the 18th. January last, I have the honour to submit for the
signification of His Majesty's pleasure the following Ordinance
entitled:-

The following additions and alterations have
been made in the draft Bill forwarded to you in my Despatch of the
4048221st. of November, 1912;-

Section 3(4) has been added.
Section 12(2) "shall" has been changed to "way in his
discretion":
while sub-sections (3) and (4) have been added. Under
the latter sub-section the export of Persian opium can
be dealt with.
Section 13(1) and (2) - the words "or the waters thereof"
have been added after the word "Colony“.
Sections 17, 20 and 84 the penalties have been greatly
increased with the object of discouraging
smuggling.
THE RIGHT HONOURABLE
Section 59(1) is new.
There are also some verbal alterations.
